xExchange v3 coming on Sept 13

After months of development, testing, and a very tight iterative feedback loop with the community and partners, V3 is ready to go live! xExchange enters in a new mode on September 13.

The upgrade to V3 is scheduled to start next Friday after epoch change. Some operations will be paused, not including swaps & pools.
