The Icon blockchain functions as the hub of the entire ecosystem. It uses a delegated proof-of-stake consensus algorithm as part of its network security. Different networks can connect to the main blockchain and communicate with other networks also connected to it.

Icon’s blockchain is comprised of five core components: Icon Republic, Icon Communities, Community Representative, Community Nodes, and Citizen Nodes. The Icon Republic forms the governing structure. The network’s overall decision-making process takes place here and comprises nodes from the Icon communities. Each Icon community can dictate its own set of rules, including consensus algorithms. Each Icon community can elect a node, a Community Representative, to interact with and participate in the governance process of the Icon Republic. They receive rewards in the form of ICX for their work. 

Community Nodes in turn as responsible for maintaining a community-specific blockchain. This includes the governance of the given blockchain. Citizen Nodes do not take part in governance or decision-making but are able to interact within a specific community, and other communities, as well as conduct transactions with the Icon Republic.
