Updates to the Safety Module on Base and Optimism

1. Following the passage of MIP-X05, the Cooldown Period has been reduced to 7 days.
2. Starting November 1, WELL stakers must vote in at least one governance proposal every 30 days to claim their staking rewards.

To reduce the cooldown period on MoonbeamNetwork, MIP-M41 has been submitted for onchain voting. MIP-M41 includes a HalbornSecurity-audited upgrade to the Safety Module on Moonbeam and will implement the reduction if approved.
