OKX to support Base network

In order to meet users’ demand for trading, we will start supporting ETH on Base.

• ETH_Base deposits will open at 8:00 am UTC on December 1, 2023.
• ETH_Base withdrawals will open at 10:00 am UTC on December 1, 2023.
