Spacemesh(SMH) Go-Spacemesh Update

This go-spacemesh release prepares your node for a Hare committee change which will occur on layer 105720, which is Monday July 15, 2024, at 10:00:00 AM UTC. This change will reduce the Hare committee from 400 to 50, which will in turn reduce the network traffic caused by the Hare protocol by eight times. Node performance will improve as a result. This reduction is only a temporary measure while we work on the more permanent solution, which is hare compact encoding.
