Theta(THETA) Mainnet 4.0 Launch

Theta v4.0.0 upgrade will go into effect on November 2nd, preparing for Metachain launch on December 1st. This release will perform a hardfork to enable the new features at block height 17790756, approximately 7pm Nov 3rd, 2022 Pacific Time.
