Flare Network(FLR) July Network Upgrade (FIP.16)

This upgrade changes two token-relevant levers at once: staking rewards and on-chain fee settings. That gives FLR a real valuation nudge through holder incentives and network economics, but the re-rate stays contained because the timing is still estimated and the full economic effect of the fee change is not yet locked in by delivery.
